He has a Certificate in Governmental Management ( leading to Master Degree in Public Administration - 26 Units, Western Mindanao State University & University of the Philippines, 1990, an Islamic Jurisprudence ( 3 units ) LLB, Western Mindanao State University – 1984 and a graduate of Bachelor of Science in Forestry – 1982, Western Mindanao State University, Zamboanga City

"UFOQ, as an umbrella organization of more than 165 Filipino community groups in Qatar, shall continue to discharge its functions based on the mandate set by the Philippine Embassy and embodied in its constitution and by-laws. Besides coordinating with the Filipino community organizations, supporting the Philippine Embassy's programs, is believed that it's time to expand UFOQ's involvement to groups and individual overseas Filipino workers (OFWs) level.
With his Unity and Transparency Team, with the UFOQ elected Officials and the 12 appointed working committee chairperson is committed to a good governance, dedicated to key challenges confronting efforts at reform, examples of successful good-governance efforts, and action steps for improving both participation and institutions.

Recently, the UFOQ 4 Elected Officers 2015-2016 Oath taking Ceremony at Philippine Embassy held last 17th September 2015 in the presence of our beloved Ambassador H.E. Wilfredo Santos.. Mr. Ed Anami as the Overall UFOQ Chairman, Ressie Fos as the Vice Chairman, Delfin Montenegro as the Secretary and Ms. Marisol Reyes as an elected Treasurer.
An overwhelming 75 percent or 123 community organizations’ out of 166 registered ones took part in the elections for the 2015-2016 office-bearers of the United Filipino Organizations in Qatar (UFOQ) held at the Philippine Embassy in Doha, dated September 11, 2015.
More than the election of a new set of leaders of the community's umbrella organization, the elections were hailed by Filipino expatriates for being 'fair, transparent and well-organized'.
"Thank you for your valuable participation in the recently held UFOQ elections. The 75 percent voter turnout is a testament to your desire to see positive changes in the community," Vice-Consul Kristine remarked on the occasion
